The Federal High Court sitting in Warri, Delta State, has ruled that Nigerians have the constitutional right to record police officers while performing their duties in public, in a judgement seen as a boost for accountability and civil liberties.

Delivering the ruling on Tuesday in suit No. FHC/WR/CS/87/2025 obtained by Premium Times, Justice H. A. Nganjiwa held that police officers must wear visible name tags, display their force numbers, and refrain from harassing, intimidating, arresting, or confiscating devices from citizens recording their activities.

The court also awarded the applicant, Maxwell Uwaifo, N5 million in damages for the violation of his fundamental rights, alongside N2 million as cost of litigation.

All the reliefs sought by the applicant were granted, reinforcing the right of citizens to document police conduct in public spaces without fear of reprisal.

Reacting to the judgement, Uwaifo described it as far-reaching.

“This judgement has significant implications for policing standards, civil liberties and public accountability across Nigeria,” he said in a statement to Premium Times.

“The court made far-reaching pronouncements on police accountability and citizens’ constitutional rights.”

The suit, filed as a public interest litigation, challenged the legality of police stop-and-search operations carried out without officers displaying proper identification.

Respondents in the case included the Nigeria Police Force, the Police Service Commission, the Inspector-General of Police, and the Attorney-General of the Federation.

Filed under the Fundamental Rights (Enforcement Procedure) Rules, 2009, the action cited several provisions of the 1999 Constitution, including Sections 34, 35, 36, 37, 38, 39, 41 and 46, as well as relevant articles of the African Charter on Human and Peoples’ Rights.

In the originating summons, the applicant asked the court to determine whether citizens can lawfully record police officers and whether harassment or arrest for such actions amounts to a violation of fundamental rights.

Mohammed Idris, the minister of information and national
orientation, says about 8,000 Nigerians are studying in the country, while 220
others in the United Kingdom under the presidential amnesty programme (PAP).

Idris spoke on Wednesday when he met beneficiaries of the
programme in the UK on the sidelines of President Bola Tinubu’s state visit at
the invitation of King Charles III.

Also in attendance was Heineken Lokpobiri, minister of state
for petroleum resources.

PAP was established in 2009 by the late President Umaru Musa
Yar’Adua to address militancy, insurgency, and unrest in the Niger Delta.

The move followed the disruption of oil production through
kidnappings, bombings, and other activities by armed groups over alleged
environmental damage, lack of development, and resource control in the region.

In a statement shared via X, the information minister
expressed delight at meeting some of the beneficiaries of the presidential
programmes nearly two decades after its establishment.

“It is very heartwarming to witness the impact of the
program first hand and interact with beneficiaries,” he wrote.

“The President’s desire is to ensure that all Nigerians,
including and especially the youth, are given the right opportunity to thrive
and to contribute meaningfully to development of the country.”

Idris said the Niger Delta was once filled with deprivation,
degradation and disorder, but through initiatives like the PAP and others, that
story has changed for the better.

“The Programme Administrator/Coordinator, Dr. Dennis Brutu
Otuaro, informed me that there are over 8,000 students studying in Nigeria at
the moment, and over 220 undergoing various studies in the UK,” the minister
added.

He described PAP as “one of the best programmes” Nigeria has
ever delivered, adding that the Tinubu administration will continue to
reposition and strengthen the programme.

About 5,000 students are set to receive the meningitis B
(MenB) vaccine at the University of Kent following an outbreak that has left
two people dead.

According to the UK Mirror, the move comes as health
officials race to contain the spread of the disease, with hundreds of close
contacts being offered antibiotics as an immediate precaution.

Fifteen cases of meningitis have been reported in the
Canterbury area to the UK Health Security Agency (UKHSA), all requiring
hospital admission.

Four were confirmed as MenB, while officials warn the number
could rise given the infection’s incubation period of two to 14 days.

The BBC identified the two deaths as a 21-year-old
university student and Juliette, a sixth-form pupil at Queen Elizabeth’s
Grammar School in Faversham.

Susan Hopkins, UKHSA chief executive, described the outbreak
as having an “explosive nature”, while deputy chief medical officer Thomas
Waite said it was the fastest-growing outbreak he had seen in his career.

According to the BBC, Hopkins said the pattern suggests a
possible super-spreader event within university halls of residence, likely

The National Drug Law Enforcement Agency (NDLEA) has secured the conviction of 10 Filipino sailors and their merchant vessel, MV Nord Bosporus, over the importation of 20 kilograms of coc@ine into Nigeria through the Apapa seaport in Lagos.

The agency’s spokesman, Femi Babafemi, disclosed on Wednesday that the Federal High Court in Lagos also imposed fines and restitution totaling $6 million, alongside an additional N1.1 million penalty on the convicts.

The vessel and its crew were arrested on November 16, 2025, following the interception of the cocaine consignment concealed onboard the ship, which originated from Santos, Brazil.

Subsequently, the NDLEA filed a four-count charge against them in suit number FHC/L/1232C/25 before the Federal High Court 2, Lagos, led by the agency’s Director of Prosecution and Legal Services, Theresa Asuquo.

The defendants, however, pleaded guilty and entered into a plea bargain agreement.

Delivering judgment on Wednesday, Justice Ayokunle Faji found the vessel guilty under Section 25 of the NDLEA Act and ordered it to pay a N100,000 penalty and $5.35 million in restitution to the Federal Government.

Three principal officers of the vessel—the 2nd, 3rd, and 4th defendants—were each fined N100,000 and ordered to pay $100,000 in restitution, while the remaining seven crew members were fined N100,000 each and $50,000 in restitution apiece.

In total, the vessel and its crew are to pay $6 million and N1.1 million as fines and restitution.

Reacting to the judgment, NDLEA Chairman/Chief Executive Officer, Brig. Gen. Mohamed Buba Marwa (retd), described the conviction as a major victory in the fight against drug trafficking.

He said the ruling sends a strong warning to international drug cartels and their collaborators that Nigeria’s territorial waters are no longer safe for illicit narcotics operations.

“The conviction is a resounding victory for the rule of law and a powerful testament to the renewed vigour of the NDLEA in our mission to rid Nigeria of illicit drugs,” Marwa said.

He added that the $6 million penalty would serve as a costly deterrent to criminal networks, stressing that the agency has moved beyond seizures to targeting the financial backbone of drug trafficking syndicates.

Marwa commended officers of the Apapa Strategic Command for their vigilance in uncovering the coc@ine hidden deep within the vessel’s cargo, noting that the success reflects the effectiveness of the agency’s intensified enforcement strategy.

He also praised the Directorate of Prosecution and Legal Services, as well as the judiciary, for ensuring the speedy trial of the case.

“This synergy between the NDLEA and the courts is the nightmare of every drug baron, and we will continue to strengthen this partnership until every drug supply chain in Nigeria is dismantled,” he said.

Reaffirming the agency’s resolve, Marwa stressed that the fight against drug trafficking is critical to safeguarding the nation’s youth and security, adding that intelligence gathering and operational capacity would continue to be strengthened.

A one-day stakeholders’ sensitisation meeting on the use of Enugu State Bus Terminals has endorsed the immediate and compulsory utilisation of the facilities for all passenger loading and off-loading activities across the state.

The meeting, held on March 16, 2026, at Holy Ghost Bus Terminal 1, Enugu, brought together key government officials, security agencies, transport unions, and other critical stakeholders to deliberate on the operational framework of the terminals.

Participants included the Managing Director, Enugu East Zone Bus Terminals, Hon. John Egbo, Ph.D; the Managing Director, Enugu North Zone Bus Terminals, Hon. Prince Emeka Mamah; representatives of the Commissioner for Transport; the Commissioner of Police, Enugu State; the Attorney General and Commissioner for Justice, Barr. Osinachi Nnajieze; as well as representatives of local government councils, paramilitary agencies, and transport stakeholders.

Following extensive deliberations, stakeholders unanimously commended the Executive Governor of Enugu State, Dr. Peter Mbah, for the establishment of ultra-modern bus terminals, describing them as a benchmark for transport infrastructure in the South-East. They noted that the facilities are equipped to enhance commuter comfort, improve security, and ensure a more structured transport system.

The meeting resolved that all transport operators must immediately commence operations within the designated terminals. Shop owners were also directed to begin business activities within the terminals, with additional spaces still available for prospective occupants.

In a key resolution, stakeholders agreed that all luxury buses are to operate strictly from Holy Ghost Bus Terminal 2 with immediate effect. Similarly, tricycles (popularly known as Keke) and town service mini-buses are to commence the off-loading of passengers at the same terminal.

Security and enforcement agencies, including the Police, Federal Road Safety Corps (FRSC), Nigerian Correctional Service, and other paramilitary bodies, pledged full support to terminal management in enforcing compliance with the approved policies and regulations.

Local government councils in Enugu North, Enugu East, Enugu South, and Nsukka also committed to collaborating with the state government and terminal authorities to ensure effective implementation of all resolutions.

Stakeholders further welcomed the recent reduction in terminal toll fees approved by the state government, describing it as a strategic incentive aimed at encouraging compliance with the new system.

The meeting emphasised that no unauthorised individuals or groups would be permitted to collect revenue within or around the terminals. It was resolved that all revenue collections must be conducted through a strictly cashless system in line with government directives.

Participants were urged to see themselves as partners in the ownership, protection, and sustainability of the bus terminals.

The communiqué concluded with the unanimous adoption of the “Use of Enugu State Bus Terminals Policy” as presented by the terminal managements, without objection.

The Peoples Democratic Party, PDP, has inaugurated party caretaker committee for each of the 21 local government areas in Adamawa State.

Members of the new temporary leaderships at the local government level include a chairman, a secretary and three ex-officials for each of the local council areas.

The new leadership, assembled by appointment, are tasked with handling the affairs of the party before the conduct of elections as enshrined in the PDP constitution.

Administering the oath of office on the interim officials, a legal practitioner picked for the assignment, John Tunoh charged the interim committee members to adhere to the provisions of the PDP and national constitutions.

Speaking during the inauguration ceremony in Yola, the state interim PDP chairman, Belmont Dogo told the new leaders that the strength of any political party lies in its structure at the grassroots.

“As local government caretaker committee members, you represent the engine room of the party in your respective areas,” he said, adding, “It is your responsibility to help reposition the party, rebuild confidence among our members, and prepare the ground for future successes.”

Responding on behalf of the caretaker committee members, the caretaker chairman of Fufore Local Government Area, Inuwa Umar, pledged to contribute to the growth of the party.

The Nigerian Chief of Defence Staff, Gen. O.O. Oluyede, and Chief of Army Staff, Lt. Gen. Waidi Shaibu, have arrived in Maiduguri, Borno State, following a triple bombing on Monday evening that claimed 23 lives and left 108 people injured.

It is reported that both officers landed on Wednesday in a white and red-painted jet at the Maiduguri Air Force Base.

It was earlier reported that President Bola Tinubu directed the service chiefs to relocate to the state in response to the attacks.

In a statement posted on his official X handle on Tuesday, the President mourned those who lost their lives and commended troops for repelling coordinated assaults on military positions.

“I want to make it categorically clear that these acts of terror are the final desperate and frantic attempts by criminals and terrorist elements trying to instil and spread fear, as they are under constant pressure from our brave armed forces and security agencies operating in various theatres,” President Tinubu said.

He added that he had instructed security chiefs to move to Maiduguri to take charge and ordered emergency agencies to provide care for the injured.

“I have directed security chiefs to move to Maiduguri to take charge of the situation. I have also directed the emergency agencies to provide proper care for the injured,” he stated.

On arrival, the CDS and COAS were received by the Theatre Commander of the Joint Task Force (North East) Operation Hadin Kai, the GOC, and other top military officials at the Maiduguri Air Force Base.

Operatives of the Maiduguri Zonal Directorate of the Economic and Financial Crimes Commission (EFCC) have arrested three suspected illegal gold miners in Borno State over alleged involvement in unlawful mining activities.

The suspects, Umar Muhammad, Modu Bamai Umar and Sani Samaila, were arrested in Mallam Jakwa town in Hawul Local Government Area following actionable intelligence on their alleged illegal mining operations.

The anti-graft agency disclosed that the suspects’ activities were contributing to insecurity and environmental degradation in the area.

Items recovered from them at the time of arrest included a small gold measuring machine and quantities of mined gold.

According to the commission, the suspects will be prosecuted upon the conclusion of investigations.

“Their suspected illegal mining activities are worsening insecurity and environmental degradation in the state,” the EFCC said.

The commission added that the suspects would be charged to court as soon as investigations are completed.
