Enugu State Governor, Dr. Peter Mbah, has sworn in 13 newly appointed permanent secretaries, charging them to immediately align with his administration’s delivery-focused governance model, declaring that there would be no honeymoon period in office.
The governor issued the charge on Monday during the swearing-in ceremony at the Executive Council Chamber, Government House, Enugu.
Those sworn in are Chigbogu Sunday Nnaji, Phoebe Nkechinyere Edeh, Philip Anthony Arum, Egbonwonu Jeremiah, Ifeoma Justina Igwe, Ngozi Sylverline Egbo, Nkiru Henrietta Ede-Ogunnaike, Pamela Ikpa, Kennis Ngene, Anyaora I. Okereke, Adaobi Theresa Nwodo, Ikechukwu Ezenwukwa and Paul Nwabuisi. Their inauguration brings the total number of permanent secretaries in the state to 27.
Governor Mbah said the appointments were strictly merit-based, emerging from a rigorous and transparent selection process aimed at filling existing vacancies in the civil service while promoting equity, inclusion and fairness.
He reminded the appointees that their elevation came with increased responsibility, stressing that performance, discipline and accountability would be the benchmarks of his administration.
“I want to remind you that the honeymoon is over. To whom much is given, much is expected,” the governor said, describing permanent secretaries as the engine room of government and custodians of institutional memory.
Mbah noted that the administration was implementing wide-ranging reforms across all sectors, pointing out that the 2026 budget proposal before the Enugu State House of Assembly had crossed the ₦1 trillion mark for the first time, with over ₦1.3 trillion allocated to capital projects.
“These reforms are meant to be institutionalised and to outlive us. You must ensure proper documentation and continuity of processes,” he said.
The governor also stressed the importance of ICT proficiency, noting that all ministries, departments and agencies had been integrated into the state’s e-governance platform.
“As chief accounting officers, we expect at least medium- to advanced-level ICT competence,” he added.
Highlighting sectoral priorities, Mbah cited reforms in education through the smart green schools initiative, healthcare with the construction and equipping of Type-2 primary healthcare centres across the 260 wards, transportation with the introduction of CNG buses and modern terminals, and agriculture through the establishment of 260 farm estates to boost food production and exports.
In the tourism sector, he reiterated plans to attract at least three million visitors to the state, supported by investments in hospitality infrastructure and tourist sites, while the launch of Enugu Air was aimed at improving connectivity and stimulating economic growth.
The governor further disclosed that his administration had exceeded the 35 per cent affirmative action benchmark in the appointment of permanent secretaries, reflecting its commitment to gender inclusion.
Responding on behalf of the appointees, the Solicitor-General and Permanent Secretary, Ministry of Justice, Mr. Ikechukwu Ezenwukwa, thanked the governor for the confidence reposed in them and pledged their full commitment to the administration’s vision.
He acknowledged the gains recorded by the Mbah administration in revenue generation and infrastructure development, assuring that the new permanent secretaries would consolidate on the achievements.
